COVID-19 Invoice & Purchase Order Coordinator Contractor

 

As part of the emergency response to the pandemic caused by COVID-19, the Rhode Island Department of Health (RIDOH) is expanding its capacity in the Administration and Finance areas supporting all activities of the COVID-19 Response effort.

Core Function

The focus of the position is to ensure that invoices are audited and paid accurately on a timely basis, pursuant to vendor agreements and contracts. 

  • Pre-audits documents and/or computer files in connection with requisitions, vendor payments, purchase orders, miscellaneous encumbrances. 
  • Verifies accuracy of invoicing to products/services received, rates, timing, authorizations and purchase agreements. 
  • Coordinate with vendor to adjust invoices in order to determine their accuracy and compliance with policies, procedures, and prior or partial payments made. 
  • Approves payment with proper documentation, backup materials and authorizations. 
  • Posts financial information to an integrated financial system, after first determining the accuracy and appropriateness of data. 
  • Assures the correctness, accuracy, legality, and propriety of department financial transactions.  
  • Enters, reviews, audits and corrects financial data and updates in computer system accordingly.  
  • Reviews financial documents as to accuracy and appropriateness, as well as to prepare adjustment vouchers to correct documents, if necessary, prior to entering department’s integrated financial systems.  
  • Coordinates and communicates with Program staff to ensure proper documentation, authorization and processes are followed. 
  • Processes transactions either through hard copy documents, on-line electronic vouchers, or any other remedies source that may be utilized.  
  • Maintains records of work activity and transactions using the shared electronic file system pursuant to established procedures. 
  • Pre-audit and/or post audit various types of payments and/or reimbursements to department employees. 

Invoices and purchase orders are related to services and supplies in support of health initiates.  Interest in the health care field and in being part of the Covid-19 Response mission is desirable. 

Technical Competencies
  • 2 years’ experience in accounts payable using more complex methods, approving and processing invoices pursuant to purchase orders, contracts, progress payments, including verification, backup documentation and related activities. 
  • Experience with reconciling payments in a post-audit environment 
  • Financial and Accounting software, databases and financial applications 
  • Knowledge of applications (e.g., Microsoft Office)

This new position currently planned to be 6-12-month assignment. Some processes are in place but need to be elevated to a more professional level to meet growing expectations.  There is the need to provide focused program effort to ensure desired outcomes. 

 

This position is primary remote but must be willing to go on-site when required.
