COVID-19 Financial Analyst Contractor


The focus of the position to ensure that the financial impact of activities is accounted for within the budget; both in establishing the budget and ensuring accurate “actual plus forecast to budget” status. 

Core Function
  • Completes a wide variety of financial-related activities to ensure that Programs and Workstreams are properly forecasted and that activities are both recorded and within budget parameters. 
  • Maintains a high level of knowledge regarding the operational activities, both current and planned, and their relationship to budgeted and allocated funds. 
  • Analyzes financial information and makes recommendations regarding expenditures, plans, activities and operations that may impact budget status. 
  • Provides information, advice and guidance to management and program staff regarding the current status, impacts of plans and actual to budget. Provides advice and technical assistance with cost analysis, fiscal allocation, and budget preparation. 
  • Coordinates with program and contract staff to develop forecast models. 
  • Ensures accurate records and integration with Financial/Budgeting/Payables systems such that information is accurate, updated, usable, informative, and communicable. 
  • Provides periodic updates to management regarding budget status and recommends corrective action to maintain compliance.  Recommends, tracks and ensures compliance with funding sources. Review operating budgets to analyze trends affecting budget needs. 
  • Collaborates with other areas of Finance to ensure alignment of activities and coordinated workflows. 
  • Summarizes budgets, expenses and forecasts and submits recommendations for the approval or disapproval of funds requests.  Analyzes and recognizes trends and makes recommendations for alignment with strategy. 
  • Prepares and reviews regular and special budget reports. Compiles and analyzes accounting records and other data to determine the financial resources required to implement a program. 
  • Interprets budget directives and establish policies for carrying out directives. 
  • Matches appropriations for specific programs with appropriations for broader programs, including items for emergency funds. Consults with managers to ensure that budget adjustments are made in accordance with program changes. 
  • Studies changes and proposals related to operations, programs, policies and practices that would enhance efficiency and effectiveness in achieving agency programmatic objectives.   
  • Coordinates with Project/Process management, Contract / Service Delivery / Purchasing staff and related resources and partners. 
  • Uses software and applications to support and report on activities. 

Technical Competencies
  • Bachelor’s Degree in accounting, Finance or Business Management 
  • 3 years’ experience in Financial roles involving budgeting, posting to accounts, closings, and analysis. 
  • This position is in support of the COVID-19 response unit, and therefore prior experience in health-related industry is preferred. Also, a commitment to public health and an interest in contributing to the COVID-19 response mission is important.

This new position is currently planned to be a 6-12-month assignment. Some processes are in place but need to be elevated to a more professional level. 

Primarily a remote opportunity but must be willing to go on-site as needed.
